Prime minister Hun Manet shares recommendations for effective human resources in the public sector

Cambodian Prime Minister Hun Manet has shared seven recommendations for the Royal School of Administration to contribute more actively and effectively to building and developing human resources in the public sector and implementing the Royal Government's policies and reform programmes.

Samdech Thipadei encouraged further focus on human resource development in the public sector. The Ministry of Civil Service, along with other ministries, institutions and sub-national administrations, will work together and on the basis of the "stakeholder system dynamics" approach. This involves fulfilling functions and duties through cooperation and coordination in an active, synergistic and complementary manner, he said.

The seven recommendations

To promote the capacity development of officials

All ministries, institutions and sub-national administrations must regularly promote the capacity development of officials at both management and technical levels through training and knowledge-sharing programmes. The aim is to strengthen organisational leadership, improve management and operational systems, foster a culture of good service delivery, promote professional ethics and change the attitudes of managers and civil servants to deliver public services with a high sense of responsibility, professional conscience and good public service culture. n addition, all ministries, institutions and sub-national administrations must provide opportunities and encourage managers and professional officers to participate in training and knowledge-sharing programmes for students, officials and trainees of the Royal School of Administration.

More attention to the capacity development of civil servants

All ministries, institutions and sub-national administrations need to pay more attention to the capacity development of civil servants at all levels, which serves as the basis for human resource development to perform public administration functions and duties within their authority, while supporting the process of building a public administration based on accountability and clear responsibility, following the principles of results-based management, which is designed and implemented in a step-by-step manner.

Strengthening the capacity of civil servants

The Ministry of Civil Service must consider developing a strategic plan for strengthening the capacity of civil servants in public administration, which will be used as a roadmap to guide all ministries, institutions and sub-national administrations.

The process should start with a review of the current situation of capacity building for civil servants, systematically develop civil service capacity based on quality training principles and cost-effectiveness, design a quality curriculum that meets practical needs, and link training to work efficiency and career development for civil servants. It should also include the qualification of trainers and the strengthening of cooperation between training institutions.

To reform its governance and management

The Royal School of Administration must continue to reform its governance, management and operations in order to become more efficient and improve the capacity and quality of its training programmes.

This includes conducting research and modernising training programmes in line with the development of the public sector. A key aspect of this effort is the review and updating of its five-year strategic plan to develop capacities that meet the needs of socio-economic development and regional and global developments.

To facilitate the exchange of knowledge and experience

The Royal School of Administration will continue to organise programmes and forums to facilitate the exchange of knowledge and experience. This includes the promotion of innovation, best practices and leadership models in public administration.

Enhance its training capacity

The Royal School of Administration must continue to enhance its training capacity through the use of information technology, including the development of digital training platforms to support and expand training opportunities for capacity building officers.

Improve the quality and effectiveness of training

The Royal School of Administration must continue to improve the quality and effectiveness of training by organising courses based on a clear and realistic assessment of the needs within the units of ministries, institutions and sub-national administrations. In addition, the impact of the training on the performance of the units must be regularly monitored and evaluated.
